San Jose, Calif. (March 10, 2016) - Casa del Pueblo apartments, a 12-story affordable housing complex for seniors, is being completely transformed. Located in the business district, the 165-unit building renovation will help to better support the needs of low-income seniors living in San Jose, Calif..

Casa del Pueblo apartments, located at 200 South Market Street in San Jose, will receive upgraded interiors, electrical systems and heating/cooling systems as well as architectural and voluntary seismic upgrades. As part of the building’s rehabilitation, new wireless emergency call systems are also being installed.

Blach Construction Company, the project’s general contractor, is working with Preservation Partners Development (PPD), which specializes in acquiring, rehabilitating and preserving affordable housing resources developed by the U.S. Department of Housing and Urban Development (HUD), California Housing Finance Agency and Red Mortgage Capital, LLC.

Construction for the Casa del Pueblo building rehabilitation is now underway, with protective scaffolding installed this week. The onsite project team is working closely with multiple project stakeholders, including United Food and Commercial Workers International Union Local 5 and the City of San Jose, to minimize disruption to the building’s residents, surrounding businesses and a nearby park. The project will be completed in multiple phases and will remain operational throughout construction, as the rehabilitation is being performed floor-by-floor.

As part of the project’s rehabilitation, the building will receive a complete seismic upgrade. To accomplish this, Blach Construction is using an epoxy-coated fiber “blanket” provided by Fibrwrap of Sacramento, Calif.. The blanket material is used for structural strengthening, corrosion repair and preservation/protection of new and existing structures and will help the Casa del Pueblo apartments ensure the continued safety of its residents.

In a recently published article, the AFL-CIO Housing Investment Trust, a fixed-income investment company registered with the Securities and Exchange Commission, announced a $24.9M investment in the Casa Del Pueblo project and stated, “this project demonstrates the kind of partnerships that can be forged so that our seniors can have safe, affordable housing they can depend on.”
